Reporting to the Lead of Contract and Commissioning Oversight for Acute Care Alberta (ACA) the Consultant leads provincial efforts to develop, implement, and evaluate processes that improve access, consistency, outcomes, and value of health care delivery. This role supports initiatives focused on improving access and reducing wait times to surgical care for all Albertans. The Consultant is a professional with a deep understanding of the ACA structure and priorities. This position is responsible for coordinating and facilitating operational committee meetings with outsourced service delivery providers. As part of a provincial team, the role offers flexibility in work location and may be eligible for remote or hybrid arrangements. There are 2 positions available.
Description:
The Consultant provides specialized expertise and serves as the primary liaison between Chartered Surgical Facilities (CSFs) and the Acute Care Alberta (ACA) Contract and Commissioning Oversight team. This role supports system level oversight of nonhospital surgical facilities, with a focus on contract interpretation, commissioning requirements, quality assurance, utilization monitoring, and compliance. The Consultant advances the CSF program through the interpretation and implementation of policies, procedures, standards, and contractual or business changes. They promote consistent application across CSFs and ensure alignment with provincial priorities, governance frameworks, and oversight expectations. As a leader, mentor, and change agent, the Consultant strengthens organizational readiness by supporting the development and delivery of educational materials, reference tools, and system enabled workflows for CSFs and internal partners. Using multiple data sources, including but not limited to, Epic, Netcare, CSF Information System (CSFIS), the Consultant evaluates surgical utilization, contractual performance, and compliance. The role will also perform clinical testing to support the implementation and advancement of the CSFIS application system. They apply quality assurance and continuous improvement principles to identify trends and risks. Working closely with a broad network of partners, including ACA, CSF leaders and staff, surgeons and clinic teams, Surgical Care Alberta, and Hospital and Surgical Health Services, they provide evidence based advice and innovative solutions that support effective oversight and the successful delivery of the CSF surgery program.

Bachelor’s degree in nursing or other regulated profession, health informatics, health administration.
Additional Required Qualifications:
Previous experience, skills and knowledge in relation to healthcare operations, commissioning and contracting. Demonstrated experience with change management, quality improvement initiatives and facilitating meetings. Organizational awareness. Strong Communication skills, both written and verbal. Demonstrated conflict management skills and techniques. Proven ability to work with sensitive and confidential information. Technical skill with MS office and Visio. Ability to travel within the province.
Preferred Qualifications:
Experience with surgical programs and clinical information systems including, but not limited to, Epic, Alberta Netcare and CSFIS Previous experience with provincial level initiatives or programs.
