Required Qualifications:

Master’s degree in Library Studies, Information Science, or a related discipline. Minimum 5 years of progressive management experience in an organization of significant size, complexity, and diversity. Demonstrated expertise in library science theories, practices, and service delivery models. Proven ability to lead, develop, and support multidisciplinary professional teams. Experience in strategic and operational planning, including aligning departmental strategies with organizational priorities. Demonstrated experience with budget accountability and financial management, including managing competing priorities and resource constraints. Strong communication and relationship building skills, with the ability to work effectively with internal and external partners. Demonstrated ability to provide senior level advisory support and influence decision making through evidence based insights.


Additional Required Qualifications:

Formal training, certification, or professional designation related to evidence searching, retrieval, or review methodologies. Demonstrated experience supporting or enabling an evidence based decision making culture. Experience working in a virtual or geographically dispersed environment, providing effective leadership across multiple locations. Strong change management skills, including the ability to lead teams through system level transformation and ongoing organizational change. Demonstrated ability to translate complex information into actionable insights for senior leaders.


Preferred Qualifications:

Leadership experience in health care or a related public‑sector environment. Experience managing provincially integrated or system‑wide services. Knowledge of academic institutions, licensing consortia, or health information vendors. Proven collaboration across departments to support quality, safety, and system transformation. Familiarity with emerging technologies and digital library or knowledge services.
