Your Opportunity:

Reporting to the Manager, Health Systems Knowledge & Evaluation, the Data Science and Evaluation Consultant supports various research and evaluation activities undertaken by the Health Systems Knowledge & Evaluation (HSKE) unit, either independently or as part of a collaborative team. HSKE is a provincial team under the Quality Management & Improvement portfolio of Acute Care Alberta. The team applies a variety of research, evaluation and knowledge management approaches to gather evidence in a systematic fashion to enable program leaders: (i) understand the impact and value a specific project is generating, and (ii) gather and share knowledge for continuous organizational improvement and learning. In this position, you will be required to work on a variety of projects under the leadership of a Senior Consultant, in collaboration with multiple members of the HSKE team, including Consultants, Coordinators and Project Assistants. The position requires experience working with databases and tools for querying, integrating, analyzing, interpreting, reporting and disseminating health system data. The location of the position within Alberta is negotiable.

Description:

Under the supervision of a Senior Consultant, you will work collaboratively to support implementation, evaluation, and reporting on healthcare-related projects. The work may be local to provincial in scope, dynamic, and fast-paced. These opportunities will provide experience in working with a variety of health sector partners and care settings. The key responsibilities of this position include: generating scientific information customized to stakeholder needs to inform planning, practice improvement and better patient care; creating new information by linking methodology and multiple data types (e.g., wait time data, AHS DAD, NACRS, Admission/Discharge/Transfer data, Continuing Care data, Emergency Department data); providing recommendations on and developing performance measures; designing appropriate data extracts/scripts to pull required data and information from system-level data sources (e.g., Enterprise Data Warehouse, Connect Care, FSIS (Corrections), HCAHPs); interfacing and liaising with researchers, evaluation stakeholders, operational and clinical networks and various client groups; supporting research and evaluation projects using standard methodology, theory and practice; performing intermediate to advanced statistical analysis and data visualization (e.g., dashboards) that influence operational decision-making, strategic planning, program development and practice improvement; mitigating risks by ensuring the quality and integrity of results and adhering to the highest standards of confidentiality; and coaching or mentoring junior staff.

Required Qualifications:

Master’s degree with a strong quantitative component in a related field, e.g., data science, health statistics, psychology, epidemiology, or other related fields. Experience with macros, stored procedures and statistical software applications including SPSS, SAS and/or R. Experience in the application of information technology, database design and information management. Demonstrated experience in applying statistical methods including multi-level modeling, generalized linear models, and survival analysis. Experience with Tableau, Oracle SQL and Python.

Additional Required Qualifications:

Formal training in project evaluation and/or research methods and data analysis. Training must include a well-grounded understanding of research and evaluation methodology. A minimum of three years of experience conducting research or evaluation related projects. A minimum of two years of experience within a healthcare environment is required. Proficiency in written and verbal communication is essential. Proficiency in quantitative and qualitative research methods is required.
